旗津漏油事件　中油：釐清責任後會進行求償

針對化學船樹脂液外漏，高雄逾200人就醫一事，台灣中油公司今天傍晚表示，昨天13時30分，Tiger Winter化學輪在中油公司石化事業部前鎮儲運所62號碼頭裝載精製樹脂液，因化學輪改艙不慎，導致發生油管破裂漏油，前鎮儲運所在第一時間即以欄油索控制海面漏油擴散，並立即展開海面除污工作，並於當天23時40分現場漏油處理完畢。

中油表示，這起事件是泓達公司向中油前鎮儲運所租用儲槽儲放精製樹脂液，再轉賣並找化學輪來載運，在這相互關係中，中油僅單純的將儲槽租給泓達公司，並代泓達操作將貨品輸送上化學輪，這起事故初步判斷為船方改艙操作有誤造成爆管漏油。

中油表示這起事故會由第三公證單位釐清責任歸屬，一旦責任釐清後，明確判定屬船方應負責，針對今海洋局與環保局分別依《海洋污染防治法》和《空氣污染防制法》重罰的200萬元，中油將向其求償。（許麗珍／台北報導）
