臺中市政府環保局針對廢車回收業者，不論回收或貯存都要全面辦理登記，不過為擔心辦理登記，惟可能發生汽油、機油、冷媒等洩漏而污染環境，甚至衍生火災等工安事件，故這次修法後針對只回收貯存而無拆解之廢機動車輛回收業，向環保局辦理登記，並納入管理，以避免衍生環境污染、工安意外等情事或成為銷贓管道。

依據行政院環境保護署103年12月18日修正公告「應回收廢棄物回收處理業管理辦法」規定，廢機動車輛回收業只回收貯存而無拆解行為者，不論其場所土地面積大小，均應辦理登記。修正前已設立且未登記的廢機動車輛回收業，應於生效後6個月內，即於104年5月17日前向環保局申請登記，以免遭依違反廢棄物清理法處以新臺幣6萬至30萬元罰鍰。　

洪正中局長呼籲，市民家中如有廢棄車輛，可找環保署特約廢車回收商回收，憑回收聯單可向環保署申請回收獎勵金，10年以上機車獎勵金新臺幣300元、7年以上汽車獎勵金新臺幣1,000元。又市民如發現占用道路之廢棄車輛，未懸掛牌照者可向本局舉報，有懸掛牌照者可向警察局舉報，請大家與市政府一起維護市容景觀。
